1.1 Welcome
Whether you have just joined our staff or have been at the Salt Lake City Public Library for a while, we are confident that you will find the Library a dynamic and rewarding place to work. Library employees are our most valuable resource. This manual has been written to serve as the guide for your relationship with the Library.
The Employee Handbook is the policy of the Salt Lake City Public Library Board of Directors. Each section of this edition has been reviewed and revised carefully and is provided to employees to give them information about the Library. The Employee Handbook describes the rules and policies of The City Library. It also outlines the responsibilities of both the Library and staff members. Employees must read the Employee Handbook and sign the acknowledgement form within 30 days of employment, and on the issuance of each new edition. Staff should direct questions about the Employee Handbook to their supervisor/manager.
The City Library reserves the right to revise the rules, policies, procedures, and benefits in the Employee Handbook at any time. A comprehensive review of the Employee Handbook will be
done at least once every three (3) to five (5) years. Changes to the Employee Handbook may only be made by The City Library Board of Directors and will be distributed to staff electronically.
These policies are not intended to be comprehensive or address all the possible applications of, or exceptions to, the general policies and procedures described. For that reason, if you have any questions concerning eligibility for a particular benefit, or the applicability of a policy or practice to you, you should address your questions to your supervisor/manager or
the Human Resources department.
Employees should make all recommendations or observations on the effectiveness of the Employee Handbook, in writing, to the Executive Director of the Library.

1.4 Roles and Responsibilities
Library Board
Approves policy decisions that guide the Library
Supervises the Executive Director
Establishes the vision of the Library
Establishes the strategic direction
Approves the budget
Executive Director
Provides leadership to fulfill the vision, mission, and strategic direction
Makes decisions that benefit the Library in concert with Board policies and
ELT/Management Team input as appropriate
Recommends the budget and monitors expenses
Develops long-term capital and operating budgets and plans
Oversees community relations
Makes decisions that are administrative in nature in concert with the ELT on administrative matters (e.g., Human Resources, Finance, Communications, etc.) Consults with Management Team as appropriate
Solicits input from Management Team on the budget
Solicits input from Management Team on operational and policy issues as appropriate
Executive Leadership Team (ELT)
Assists the Executive Director in fulfilling the vision and mission
Makes major decisions about Library operations and participates in administrative decision making
Provides specialized management expertise in substantive areas
Assures high level budget accountability
Communicates with Executive Director and Management Team
Works with managers to make daily operations decisions
Advises Executive Director on operational and administrative concerns/considerations
Recommends system-wide and specialized budget (e.g., IT) priorities to Executive Director
Assures managers are accountable for their operations
Provides constructive feedback and mentoring to managers
Management Team
Provides input to the Executive Director and Executive Leadership Team on budget, high level operational issues, and policy as appropriate
Is responsible for budget accountability in their department/branch
Makes daily operational decisions
Communicates and provides feedback/mentoring to staff
Executes daily tasks to fulfill the policy and strategic direction of the Board
Completes specific assignments as directed
Participates in system-wide committees
Provides ideas about improvements in library service
Makes committee assignments to staff
Ensures the performance accountability of staff
